Parse one line of the classic 7-column, tab-separated Netscape cookie format: domain (optionally #HttpOnly_-prefixed), includeSubdomains, path, secure, expires, name, value.
NOTE: this used to write $httpOnly (true/false) into the 4th column, and never wrote $secure anywhere -- but NetscapeLine (the reader, and the real, standard 7-column Netscape cookie format both agree) reads that 4th column as secure, and expresses httpOnly separately via a #HttpOnly_ domain prefix. So a written line always lost the real secure value entirely (replaced by whatever httpOnly happened to be) and never actually recorded httpOnly at all. Verified concretely: writing a secure=true/httpOnly=false cookie and reading it back produced secure=false/httpOnly=true -- both wrong.
function toNetscapeLine(): stringFixed to write `secure` in that column, and prepend the `#HttpOnly_` prefix when httpOnly is set.
