Go back to a previously shipped release, on purpose (as opposed to ActivateTask::rollback, which the runner calls automatically when a deployment fails half-way).

The release to return to comes from the journal, not from a guess: `--to=` names one explicitly, otherwise it is the release that was live before the last recorded deployment. Either way the release is still sitting in `releases/`, so a rollback is the same atomic symlink swap as a deploy -- no rebuild, no transfer, no git.
